New Metal Roof leaked within hours of installation

My mothers newly installed metal roof leaked with the first rain storm. She had new skylight windows installed with the new roof. It is a lower pitch roof, it is actually a sunroom. The contractors' work looks incomplete even though he has said it is complete. My question is- who (what professional) should I contact to review his work as well as find the leaks origination? The contractor has tryed to patch with roof tar over caulking-Is that smart? Help!!
