We live in Maine...Have a shed style house with a low pitched roof. Should we or is it necessary to remove the old roof before putting on a metal roof?

Many residential metal roofs are designed specifically to allow installation over the old roof. The low weight and design of these products make them uniquely suited for lay-over installations.
However, your reference to "low pitched" concerns me. Make sure that the metal roof you choose is suitable for whatever pitch your roof is.
