Sure, anything has fade over time. I assume you are referring to painted metal.
Some of the better finishes do carry warranties limiting fade and chalk.
Fade and chalk heavily are based upon the type / quality of the paint finish, as well as the exposure to UV. Southern and high elevation exposures are toughest.
Paint fade and chalk is determined by the pigments and the resin in the paint. Generally, ceramic pigments hold color the best and paints with Kynar / Hylar resin hold the pigment in place the best.
This is particularly critical with "saturated" or "real vibrant" colors such as reds, blues, greens, etc. where the pigments do tend to change over time.
