I'd like to install a corrugated metal (wavy s-curve type) roof over plywood. the roof pitch is 3 1/2 in 12. It's just a shed roof (i.e. half of a gable roof - what would be the ridge is actually the top termination of the roof.
Can I get away with overhanging the metal about an inch over the end and putting ice and water shield and flashing under it? Or is there a metal cap piece required?

What you are proposing is probably done fairly often. However, for aesthetics and overall dependability / durability, I suggest a flashing. The following document shows some detail on this and refers to this as a "high eave".
