There are many variables involved but this is certainly possible with many products.
Many of the aluminum shakes have been installed (with underlayment) over old wood shingles and shakes. This has been done for 30 or more years and I have not seen any problems. Again, though, there are many variables. Some shakes could be too thick and curled for this. In other cases, maybe it could be done but it might affect the finished look a bit.
Also, if there is an existing weight or leak problem, that needs to be addressed.
Putting standing seam over shakes probably cannot be done unless an appropriate standing seam is used with an insulation board as a "recovery board" on top of the shakes.
