That appears to be vinyl siding? Am I correct? If so, the vinyl needs popped off the wall, a flashing installed behind it and, yes a Z Channel on the roofing that the siding flashing connects to.
Does this area need a Z Closure? This is under an eave on the second story. I removed the vinyl siding to expose the area for this picture.
