The pitches seem to be in the 3-4/12 range; all gable roofs. I will be going out tomorrow and will verify. Meanwhile--what kind of underlayment is appropriate and how should both be attached?

Thanks. The roof pitches are about 3/12. The school buildings are up to twenty years old. They were orginally covered with what appears to be 90# rolled roofing, some of which has blown off. We could replace the missing material and proceed. Next question. How does one fasten metal roofing to concrete?
FYI the state builds school facilities and leaves--period. No maintenance, no janitorial services, toilet paper, no nothing. This village has 68% unemployment and averages 7 children per family. Our church is now construction a learning center at the primary school which will include 8 computers.

Metal roofing could work very well for this and quite possibly could be installed direct over the old roofs, along with underlayment.
The biggest question would be what type of metal roofing would be best, and that will largely be based upon the roof pitch.

Underlayment should be installed per local building code and roofing manufacturer instructions but normally one layer of 30-pound felt or one of the synthetic underlayments is called for. It is fastened using plastic cap nails.
In northern climates, ice and water shield is required but that is not applicable to you.
The roofing installation method depends entirely upon the exact type of roofing being installed.

I am a retired building materials dealer now living in Mexico. Our church is assisting a poverty-stricken village (68% unemployment). The state-built concrete school roofs were covered with rolled roofing which is deteriorating and the roofs leak. The state does not maintain the schools so we will. Is steel roofing a viable choice for long-term repair? If so, how should it be installed? The climate is mild with only occasional frosts. Rainfall is about 20 inches per year.

Synthetic underlayment slip layer and you should be ready to put the roof down just as Todd said.
