Can i install directly over what's left of an asphalt roof and how do I make sure the roof is installed properly here where it gets very hot (110+) and very cold (-22) and is sometimes extremely windy?

thank you. I don't know if I can convince a contractor to come out as far as my place is ... and stay within a budget. (I'm far away from everything.) so I'm researching how to do this myself and make it last. My main concern is protecting the roof from disintegrating in the wind.

The low weight of metal roofing encourages installation over old shingles provided there is a good deck in place for fastening and also provided local building codes allow the practice. I do suggest a layer of underlayment over your old shingles.
As far as installation, an experienced contractor is a wise choice. Also, the manufacturer of your product should have detailed installation instructions available to you.

In nearly all cases, yes.
You will need to check with the metal manufacturer for their specific guidelines.
Being in AZ, I would prefer to see the asphalt off of the roof to eliminate the additional thermal mass but it is not a requirement.
