We want to put steel over a rubber roof. the pitch is about2/12. Should we take off the rubber roof or just go over it? If we leave the rubber should we put something between the steel and rubber? The steel roof is a mechanical seam .

I assume that under the rubber roof is rigid insulation and a minimum 22 gauge metal deck. I also assume that the existing roof is consistent, without highs and lows. If this is correct, you can install the standing seam metal roof directly over the rubber roof and attach the standing seam clips to the metal deck. You should have the clip attachment and spacing designed by a registered professional engineer.
