In Texas there are no TWIA rules that apply to mobile home roofing. We have had good luck using 29 gauge white low profile metal roofing. Strip out the roof with metal hat sections and or 1x4 wood on 2ft centers. Place roofing on top. Allow for ventilation on ridge. Use a good roll vent that fits the panel profile. Make sure to leave a 4 inch gap before installing the ridge. This will allow the new roof to vent and uses the traped air as insulation. Don't forget to use rake trim, this will stop blowing rain and panel lift in high winds. This should save you at least 35 to 40% on cooling costs in the gulf coast areas. It should stiffen your existing roof also.
