I have a gable roof, poorly insulated r-19, vaulted ceilings and asphalt shingles. 13 roof mount ventilators and a metal chimney. I would like to add 2'foam board insulation and maybe reflective insulation also. Should I go with tar paper or water shield? I have purchased nor clad metal roofing and getting ready to start this project. I need as much direction as possible sure there are several ways to do this project. All help would be appreciated.

Is your attic ventilated? Especially in your climate I would think insulation would best be invested in for the attic (above your ceilings) rather than up on the roof.

Yes, I have r-19 in the ceiling which is vaulted no attic The only way to add insulation is on the roof unless I were to pull down t&g red cedar from the ceiling.The roof has roof mounted ventilations that ron down to the soffit which is screened.

You can put down rigid insulation. I am not a huge fan of it as I feel it makes the roofing process a little more difficult. Make sure that the roofing manufacturer is okay with what you're doing.
As far as a radiant barrier ... if it is going to be part of a tight sandwich of materials, it will lose its effectiveness and probably not be worthwhile.
I would suggest either 30 pound felt or a synthetic underlayment. I would not ice and watershield the entire roof as that makes the system less breathable and that could lead to condensation issues in your case.
