I am wondering if installing a metal roof over two layers of shingles without stripping with wood strips is an option? Should an underlayment be used in either case.

I always suggest a layer of underlayment. I also interpret the International Building Code as requiring it.
As far as wood strips ... some products require them while others require solid decking and some can be installed either way. For a residential application, I would not add the strips or battens unless the product requires it.
Most metal roofs are low weight enough that provided the existing roof is in good condition, they can be installed over two layers. However, building codes in force in some places may limit the ability to do so. In some cases, building inspectors will waive codes requirements and allow metal roof installation anyway.
