I have a 20 year old galvanized steel roof that is rusting. Will painting prolong the life of the roof? Or is painting only to make it look better? I am thinking of using a wire cup brush on an angle grinder to remove the rust. Do I need to brush it down to shiny metal? How about the areas that are not rusted -- do I need to brush those areas down to shiny metal? After brushing do I need to wash it with vinegar? Photos attached.

please answer my father in law has a barn but is not this bad he was givin a quote but he cannot afford to have this done. I told him i would investigate and pursue the option of doing his roof for free please help

This is in pretty deteriorated shape. I am sorry but I am not sure exactly what your best option is as I normally work with new products. You may wish to try a google search for metal roof restoration.

For less aged roofs, you can clean up the rust spots as best as possible, cover them with a couple of coats of rust inhibitor, and then apply a primer and top coat over the entire roof.

i recommend sanding and pressure washing, make sure it is just surface rust, if not replace that panel before painting. also replace loose or damaged fasteners, seal all laps penetrations and fasteners before priming and painting two coats.

Looks like good advice to me.
In Virginia I've seen this type of roof repainted with a silver metallic paint that made it look almost like new.
As rb mentioned find out how deep the rust really is.
