O'hagin vents and ridgevent

Hi, I am looking to replace my roof with fiberglass asphalt composition shingles. The city of Cupertino where I live do not allow EAVE ventilation due to fire risk. The contractor suggested to install sheetmetal O'hagin vents and ridgevents for proper ventilation. Is this the correct solution? If there is now Eave installed how will the air flow?
