I have a house with asbestos shingles and would like to install a metal roof. From what I have read about asbestos, best practice says to roof right over the asbestos. One, it saves money on removal of the asbestos and two, it poses less of a health hazard to roof right over. However, the house has been empty for a while and is leaking in several places. Some of the wood underneath needs to be replaced. I've had several roofing contractors come out to look at the roof and all think the asbestos should be removed. Any ideas or other options?

As soon as you disturb any of the asbestos without encapsulating it, it becomes friable -- airborne. I would tend to agree -- if you have leaks and decking problems then the asbestos must be removed.
