We are looking at building a large garage with the following roof. Tongue and groove, vapor barrier, 2" rigid insulation, and metal panels. Is it a good idea to use strapping to provide protection against condensation on the backside of the metal panels? Could we just put the panels directly on the insulation with an underlayment and fasten them through the insulation to the tongue and groove?

I would always suggest you consult with the manufacturer of your roofing with a question like this. Different products have different capabilities and attributes.
However, provided you do have the vapor barrier, I think that installation direct to the underlayment and decking will be fine.
