I have a new tar shingle roof 4 in 12 pitch. Ice dams develop above the outside wall lines and back up under the shingles causing water to drain down under the shingles and leak out of the soffet air vents. I installed heat tape, but the dam problem is well above the tape extension. I would like to install a "Cold" metal roof over the shingles to alleviate this problem as I think that, even though the roof is insulated, there is an uneven heat distribution that would be corrected by the cold roof. Also what is the best way to transition from a steeper incline, to a lesser incline? Thanks for any help. Rick.

Your plan is good and could be done by vertical battens followed by either decking or horizontal battens depending upon the exact roof you choose.
The metal roof you choose should include flashing details for a pitch change.
