I live in a contemporary cathedral ceiling style home in the central vally of California.It was built in 1971 and has the R19 batts in the ceiling. I am now faced with ultra high heating and cooling bills because, I believe, I am underinsulated. I am considering adding foam insulation panels (interior)directly to the cottage cheese, asbestos ceiling, then convering them with sheetrock. I also want to use ceramic paint on the sheetrock. What do I need to know about air circulation,etc. AND...is this a viable idea or would something else be better?

R 19 is a reasonable insulation value. What you are probably suffering from is a non vented assembly. The building code requires a minimum of 1" vented air space on vaulted ceilings. Tests at the US DOE Oakridge have shown that installing a granular coated metal roof on battens and venting the air space reduces the heat transfer in the summer and acts as a blanket in the winter significantly reducing energy costs. certainly adding a air barrier to the interior will assist as will adding more insulation. make sure that you investigate the existing roof assembly as you do not want to add insulation over an existing vented cavity.
