what does sheathing mean? What are building inspectors required to inspect about a standing seam roof? Should a building permit be required to be submitted before roofing work is started? is 30# felt good material for underlayment on standing seam roof?

Sheathing refers to the substrate beneath the roofing, usually plywood or OSB decking.
Whether you need a permit or inspection depends upon building code requirements in your area. I cannot answer that.
A building inspector is trying to make sure that the roof is being installed correctly.
3o pound felt is often used as underlayment. In warm climates with standing seam installations, you should use a slip sheet on top of the felt paper, such as red rosin paper.
