My mothers carport sweats in cold weather. What can I use to stop the water problem? Is there a spray on insulation or some thing that can be appiled to the under side.

Carports are typcially open structures that aren't as susceptable of warm side/cold side condensation.
Is there a dryer vent, or exhaust fan from the house that is under the carport? This could be putting warm moist air under the metal surface which could lead to condensation. I would think that even if you insulate and the structure is open to the weather, the cold insulation would also sweat if there is warm moist air entering the area -- though probably not as much as the metal itself. I can't imagine that the heat from the car itself is leading to such condensation.
I would recommend that you look around for a souce of moisture entering the area before you decide to insulate a carport.

I am listed under yellowpages.com. Your problem is there probably was no poly placed on top of your dirt,rebar and wire when the concrete was poured. You will need to use a product like dry-lock to help seal the surface. The moisture is coming up from below your slab.
