I have Pine Shakes - which are in bad shape (rotting) can I put a metal roof over top or do I need to strip the pine shakes

Need to check with the local building offoicial and metal roofing manufactuer. Certainly if they have dry rot, it will not go away once you cover it over although it will lay dormant. If it becomes wet, then it can come to life again. We have many successful application with our products over cedar shakes and they act as a great insulator. Today they wash and treat the wood before installing over it.
