This depends entirely upon the size and complexity of your roof and what type of metal roof system you choose. Installation time, assuming a three-person crew, may run from 2 - 5 "person hours" per square (100 square feet) of roofing depending on these variables.

i'm about to have a metal roof installed. an they said its best to put the metal roof all the way on to the felt. is this right or is it better to go over the shingles or strip it out with 1x4's

Not all metal roofs can be put on battens. Some can and, while that adds complexity to the job, it can help create additional ventilation and energy efficiency if done correctly. (Which would be vertical battens followed by horizontal battens and then roofing.)
Many products can be installed over existing shingles, with a new layer of underlayment in between. Some lighter gauge products may need the old shingles removed.
