i am wanting to keep the under side of my deck dry , can i install the metal roofing upside down under floor joist?

The "upside down" part depends a lot upon what type of metal roofing you choose. With many products, installing it upside down would cause the interlocks or overlaps to fail or leak. Also, metal roofing systems require a certain pitch to be effective. My guess is that could be a problem for you in that you may be pretty limited on your potential to slope this area. The pitch requirement depends upon the product you choose. For very low pitches, you need to use a field-seamed panel which would be hard to accomplish on your application. Todd Miller
