The Florida Building Code includes wind maps. Locate your home in the map and then there is a table that cross referances building height, sourounding topography, building width and roof slope to provide a wind loading listed in PSF. You must choose a product that carries a FL product approval which will list how it is to be installed/fastened and the wind loading rating.
Also the FBC calls for the existing roof deck to be inspected and brought up to code which means additional layer of 5/8" sheathing and fasteners.

Thank you- what's the website for the Florida Building code? Also, if I want to use Dade County building code for a home in Jacksonville should I simply apply a Dade County reference from the building Code wind map?

The 2004 FBC has the wind maps in it now and has identical requirments to Dade. I forget the URL but just search on Florida Building Codes and you should see it.
