I am in the process of planning a house in the central valley of California. I am planning on using Structural insulated panels (SIPS) for the roof deck. There will not be any attic space. I have 2 questions, 1. What is the minimum pitch required for the roof? and can the metal roof be installed directly to the roof deck of the SIPS panel?

Most metal roofs require a 3:12 pitch though some vertical seam systems can be used down to 2:12 and even lower. You will have to check with the manufacturer of the products you prefer.
As for SIPs ... again, you will want to check with the roofing manufacturer but I do not know any manufacturers who refuse to allow their products to be used on SIPs. It is crucial with all roofing systems though that the SIPs be properly installed, especially in terms of any required vapor barriers and sealants between the joints.
