Our standing seam roof has been painted before but the paint is chiping off, there are many rust spots & a leak in it. I was wondering if you can tell me if there is some kind of sealant that we can put down to even out the spots that we just can't get scraped off & also is there a special type of paint we have to use to paint the roof?

You will want to strip the roof as best as possible. The problem is that, if there is poor adhesion between the current exposed paint and whatever is beneath it, that poor adhesion will continue to be an issue even if more paint is put on top of it.
You can try power washing it to help strip the old paint.
As far as new paint, go to a quality name brand paint store and use the primer and top coat system which they recommend for an application like this.
