Does this exist, does it work in the manner in which we want...melt the snow before large loads accumulate and cause damage?

There are ways to mount heat tapes on metal roofs, if that is what you're asking.
Generally, though, due to their "smoothness" and reflective qualities, most metal roofs shed ice and snow pretty quickly.

Raychem makes heat tape for roofs. They also supply mounting brackets which can be used with metal roofing.
