My 1930's house has the original asbestos roof. Some of the tiles are lose and need replacing. My understanding is that as long as the asbestos remains intact it is safe. I have an estimate to for the removal and the abatement of the asbestos tiles and the installation of a new roof. I was told that I cannot apply the asphalt shingles over the asbestos shingles. My question is this, can the metal tiles be laid directly over the asbestos tiles?

My understanding is that the EPA prefers to see the shingles be left intact and encapsulated whenever possible. It is when they are removed that airborne fibers are created which can be dangerous.
Many metal roofs, especially the shake, shingle, and tile look products, have been successfully installed over asbestos shingles in the past. Special fastening or test fastening may be necessary.
By using this website, contact manufacturers of products you like and see whether their products can be installed over asbestos.
