purchasing home with metal roof over shake

We are in escrow on a home in southern California. During the building inspection today, we learned that a metal roof (appears to look like fake shingles) has been applied over the original 1968 shake shingles. We don't know ANYTHING about this. We are particularly concerned about fire safety as it is a two story home. The inpsector would not walk on the roof for fear of damaging the metal roof and commented that they do not "do this kind or roof anymore." SOS! What questions should we ask of the seller, city building inspector, etc?
