There are some metal roofs which can be used as low as 1/4:12 pitch.
Generally, most of the "shingle-style" metal roofs require a 3:12 pitch.
Some standing seam and even through-fastened panel roofs can be used down to 2:12.
For less than 2:12, you need a mechanically seamed standing seam roof, similar to what is often used on metal buildings.

Can you install alluminum over 14 years old tar and gravel roof with lots of growth of moss, including bubbles in the tar and the roof is very uneven.
Should it be stripped so the bottom surface can be checked? If we don't remove it would it show any waviness after or when we walk on it will it be bending the alluminum. Could you try to get back to us since we are installing it by December 20th.
We need your advice because we want to do it the proper way. thanks

Generally, it sounds like you're convinced this should not be done and, since you actually know the situation better than I do, I would probably agree with you.
In order to attempt a more thorough answer than that, I would need to know more in regards to the type of aluminum panel being installed and more in regards to your current roof, such as pitch. Many tar and gravel roofs are very low pitch, meaning that you would need to have a metal roof that is suitable for a low pitch as well.
Is your roof really tar abd gravel or is it perhaps asphalt shingle?
Do you have a specific type of aluminum roofing in mind and, if so, have you talked to the manufacturer about this application?
