What is the LEAST reflective roofing material. My planner wants me to find a flatter color that Custom Bilt Metals Storm Grey. Please advise and thanks!

Generally, I think that what you're seeking is something low gloss and low sheen.
Some of the stone coatings are probably the lowest in these catageories.
Manufacturers of painted products should be able to tell you the gloss and perhaps also the sheen of their colors. Some of the lower gloss colors run around 8 degrees gloss.
Keep in mind that any roof, over time, will collect some surface grime which will diminish the gloss. Think about your car and what would happen if you stopped washing it -- it will quit shining.

Thanks Todd, but regardless of how it ages, my county planning office wants me to START with the dullest finish possible. I need a manufacturer I can get samples from. Any suggestions?

The following companies produce or offer the stone-coated products I mentioned:
ATAS, Dura Loc, Metro, Gerard, Custom-Bilt, Englert, and Metal Works.
Classic has a very low gloss powder coated product.
Virtually all of the other manufacturers will offer their products in low gloss and low sheen finishes. Many also offer two-tone finishes which also help to reduce reflection.
Because our member manufacturers are serious about the residential market, they are very sensitive to that market's demands for lower gloss products.
