I am installing a dutch seam roof over existing shingles. I was wondering if there is a concern with the spotty patches of moss that exist. If I scrape the moss off and letit dry before installation, I think this should be ok---the customer seems to think I should tear the roof. Any insight??

It has been my experience that what you're planning to do will be fine.
I assume (and strongly urge for several reasons) that you're putting underlayment over the old shingles. That will, for one thing, seal off that old biological growth from moisture which will cause it to die.
