how does the industry measure the reflective value of metal roofing. the city has an ordinance that states a metal roof can not have a reflectivity factor of 20 percent or greater? Where would one find this?

The reflectivity ratings you will see on some panels are referencing solar radiation -- their ability to reflect away radiant heat. In that case, higher numbers are good.
I think these folks do not want shiny roofs. That is unrelated to solar reflectivity and I do not know of any measurements for it, including the 20% they reference.
There is some confusiion afoot with them.
